Civil Manager

HG USA is hiring a Civil Manager in Chesapeake, VA. The Civil Manager will be responsible for overseeing and managing civil, structural, and foundation works during the construction phase of the industrial manufacturing facility.The role ensures compliance with approved design documents, project schedule, construction methodologies, quality standards, and safety requirements.This position requires close coordination with the Engineer of Record (EOR), geotechnical consultants, contractors, and the client to ensure successful execution of site development, foundation systems, and structural works.

SCOPE OF MANAGEMENT

  1. Manage site civil works including grading, earthworks, drainage systems, underground utilities, and external infrastructure.
  2. Oversee foundation systems including shallow foundations, deep foundations (piles/rigid inclusions if applicable), slab-on-grade, and equipment foundations.
  3. Support structural works including reinforced concrete, structural steel, and load-bearing systems.
  4. Monitor construction progress and coordinate interfaces between civil, structural, and MEP works.
  5. Assist in managing civil and structural design changes during construction.
  6. Contribute to resolving technical, quality, and safety issues related to civil and structural works.
  7. Prepare periodic and non-periodic progress and technical reports.

ROLES & RESPONSIBILITIES

[CAT 1] Civil & Structural Work Process and Schedule Management

  1. Review and manage submission/approval procedures for civil and structural works, including:
  • Method Statements
  • Material Submittals
  • Shop Drawings
  • Inspection & Test Plans (ITPs)
  • Supplier qualifications
  1. Assist in development and monitoring of the baseline schedule for civil and structural works.
  2. Support review of the Contractor’s Project Master Schedule with focus on site development, foundation, and structural critical path activities.
  3. Review procurement and installation schedules for long-lead structural and foundation materials (e.g., structural steel, anchor bolts, embedded items).
  4. Coordinate phased handover schedules related to foundations and structural completion.
  5. Monitor permitting and inspection milestones related to site civil and structural works.

[CAT 2] Design & Technical Management

  1. Review IFC drawings for civil grading, drainage, foundation systems, and structural components prior to construction.
  2. Review geotechnical reports and verify foundation implementation aligns with design recommendations.
  3. Coordinate with the Engineer of Record (EOR) regarding structural clarifications and field issues.
  4. Review shop drawings and structural calculation packages submitted by Contractors.
  5. Verify as-built documentation for civil and structural works.

[CAT 3] Change Management

  1. Identify deviations between Tender Design and Construction Design related to civil and structural scope.
  2. Assess potential cost and schedule impacts of foundation or structural modifications.
  3. Support value engineering initiatives related to foundation systems, concrete, and structural framing.
  4. Assist in preparing technical deviation and impact reports.

[CAT 4] Managing Technical & QHSE Issues

  1. Assist in resolving civil and structural technical issues in coordination with designers and contractors.
  2. Review and support approval of structural inspections, concrete testing reports, rebar inspections, bolt tensioning reports, and geotechnical verification reports.
  3. Monitor safety compliance related to:
    • Excavation and trenching
    • Temporary shoring
    • Structural steel erection
    • Heavy lifting operations
  4. Review and coordinate Site Logistics Plans impacting civil and structural works.

[CAT 5] Reports

  1. Prepare periodic reports on civil, foundation, and structural progress versus plan.
  2. Track change status, risk items, and critical path impacts.
  3. Report technical and construction issues to the CM and Client team.

CORE COMPETENCIES

  1. Bachelor’s Degree in Civil Engineering (ABET accredited preferred)
  2. 5–7 years of experience in industrial or large-scale construction projects
  3. Experience in foundation systems and structural construction required
  4. Experience in manufacturing or industrial facilities preferred
  5. Field experience in construction management strongly preferred

OTHER KNOWLEDGE AND SKILLS

  1. Knowledge of ACI, AISC, IBC, and OSHA standards
  2. Understanding of geotechnical investigation and foundation implementation
  3. Experience with Primavera P6 or MS Project
  4. Strong coordination and communication skills
  5. Ability to prioritize and manage multiple interfaces in fast-paced construction environment
