Client Service Manager

Otak CPM is seeking a Client Service Manager to join our Project Management, Construction Management, and Owner’s Representative business group to oversee business development efforts and project delivery. This is a key role for someone who thrives at the intersection of client service, team leadership, and strategic growth.

As a Client Service Manager (CSM), you’ll guide multiple project teams and serve as a point of escalation for Senior Project Managers working across public, healthcare, or K-12/Higher Education projects. You may also manage high-profile projects directly while driving the success of your market segment through strong client relationships and smart business development. The CSM partners with the Operations Manager and Business Unit Leader to drive strategic growth within a defined market segment. They are responsible for business planning, strengthening relationships with key clients, and proactively developing new opportunities.

This position will be based out of our Portland, OR office and will require occasional travel to client sites.

What you'll do:

  • Partners with Operations Managers (OMs) and Business Unit Leaders (BULs) to develop and implement strategic plans and annual business goals for market segment success. Tracks performance against KPIs such as revenue, utilization, backlog, and profitability, and recommends corrective actions as needed to meet targets.
  • Leads market segment growth by identifying and nurturing client relationships, qualifying leads, and managing strategic pursuits. Participates in go/no-go decision-making and partners with marketing and business development teams to develop competitive proposals and presentations.
  • Oversees a portfolio of projects within a market segment, supporting Senior Project Managers (SPMs) and project teams with planning, scheduling, resourcing, budgeting, and stakeholder engagement. May act as an SPM or provide direct client support on complex or high-profile projects.
  • Coaches and supports direct reports through regular check-ins, goal-setting, and development planning. Promotes a culture of growth, collaboration, and accountability. Participates in performance reviews, promotions, and merit discussions in partnership with Development Advisors, OMs, and BULs.
  • Collaborates with leadership and internal departments to improve workflows, tools, and systems for more efficient project delivery. Supports quality assurance, risk management, and consistent application of project management best practices.
  • Represents Otak in professional settings including client meetings, industry events, and community engagements. Supports the firm’s visibility through speaking engagements, authorship opportunities, and cross-discipline collaboration to promote sustainability and innovation.
  • Works closely with leadership to identify staffing needs, build project teams, and ensure alignment between talent, project demands, and utilization targets. Advises on consultant selection, contract development, and effective use of internal and external resources.
  • Maintains high levels of client satisfaction by conducting regular check-ins, addressing feedback, and supporting corrective action plans. Serves as a liaison to resolve project issues and ensures alignment between client expectations and team performance.

What you bring:

  • Bachelor’s degree in Construction Management, Architecture, Engineering, or related field preferred; equivalent combination of education and experience will be considered.
  • Minimum 15 years of progressively responsible experience in a construction, technical or design related field, with at least 10 years of experience in Owner's Representation/Project Management.
  • Construction Manager in Training (CMIT) and/or PM Certificate desirable.
  • Knowledge of alternative forms of project delivery including CM/GC, GC/CM, CM at Risk, Design Build, and P3.
  • Proven project management experience in commercial building construction, including schedule, budget, and team leadership responsibilities.
  • Strong understanding of public project regulations, financing structures, and familiarity with advanced delivery methods such as Design-Build and Integrated Project Delivery (IPD).
  • Demonstrated success in business development, client account management, and strategic planning within the AEC industry.
  • Experience with construction management software and tools such as SharePoint, SmartSheet, Bluebeam, and Microsoft Project; OSHA 10 certification is a plus.
  • Skilled in reading plans and specifications, reviewing contracts, managing change orders, and ensuring compliance with regional laws and land use processes.
  • Competency with public speaking acumen, including but not limited to having executive level conversations, facilitating effective decision making and engagement/report out with client’s executives, public committees and governance structures.

Salaries are based upon candidate experience, qualifications, and work location as well as market and business considerations.
