Project Manager

Otak CPM is seeking a Project Manager to join our Project Management, Construction Management, and Owner’s Representative business group in the Portland Metro area. The Project Manager is responsible for delivering projects within a matrixed project team structure and managing all stages of a project’s lifecycle including pre-design, design, construction, and post-occupancy, sometimes under the supervision of a Senior Project Manager. The PM focuses on fostering strong relationships, leading project teams comprised of client stakeholders, industry partners, and providing technical expertise to facilitate project success. The PM will manage the activities of the project teams by providing leadership, coordination and facilitation to ensure the scope, schedule, and budget are managed within client and project objectives.

This position may be based out of our Portland, OR or Vancouver, WA office and will require travel to client sites throughout the Portland metropolitan area.

What you’ll do:

  • Lead projects valued between $10-50M with support oversight from a Senior Project Manager.
  • Serve as the technical lead and primary client liaison, managing the successful delivery of scope, schedule, and budget to ensure client satisfaction across a range of project sizes.
  • Strategic Planning & Execution: Collaborate with senior leadership and project teams to develop and implement work plans that align with client goals, project vision, and guiding principles.
  • Stakeholder Engagement & Communication: Maintain proactive communication with clients, internal teams, and external stakeholders through regular updates, risk logs, and executive-level presentations.
  • Design Oversight & Project Delivery: Participate in or lead design reviews, facilitate alignment with client objectives, and support value engineering and cost control efforts throughout the project lifecycle.
  • Team & Consultant Coordination: Manage multidisciplinary project teams, consultants, and subcontractors, ensuring timely deliverables, clear responsibilities, and consistent collaboration.
  • Contract & Budget Management: Track project fees and billing, review scope changes and contract modifications, and support contract administration in partnership with senior leadership and legal when needed.
  • Risk Mitigation & Problem Solving: Identify and address project risks early, applying technical expertise and sound judgment to resolve challenges and keep work on track.
  • Construction Administration & Closeout: Contribute to construction-phase activities including QA/QC, commissioning, move management, and post-occupancy planning to ensure a smooth closeout process.
  • Supportive Leadership & Culture Building: Promote a positive, collaborative project culture, demonstrate professionalism, and support effective communication and issue escalation across teams.

What you bring:

  • Bachelor's Degree in Construction Management, Architecture, Engineering or industry related area is preferred or equivalent combination of education and experience.
  • Minimum 8-15 years of progressively responsible experience in a construction, technical or design related field, with at least 5-10 years of experience in Owner's Representation / Project Management.
  • Construction Manager in Training (CMIT) and/or PM Certificate desirable.
  • Demonstrated previous project management experience in commercial building construction.
  • Demonstrated previous successful experience in the management of budgets, schedules, procurement, site logistics (e.g. FF&E/move management), and change management.
  • OSHA 10 certification preferable.
  • Knowledge of alternative forms of project delivery including CM/GC, GC/CM, CM at Risk, Design Build, and P3.
  • Experience with project management systems such as E-Builder, Procore, Primavera, Smartsheet, and SharePoint.
  • Competency with public speaking acumen, including but not limited to having executive level conversations, facilitating effective decision making and engagement/report out with client’s executives, public committees and governance structures.
  • Demonstrated ability to read plans and specifications for completeness and general compliance.
  • Ability to listen, digest and produce comprehensive notes for all meetings.
  • Ability to compile and analyze project and financial data, manage budgets, and related project documentation.

Please note that the salary information shown below is a general guideline only. Salaries are based upon candidate experience, qualifications, and work location as well as market and business considerations.

Salary Range: $100,000 - $145,000 per year
